Crime rates in America have always been a focus of intense study, however recidivism has recently become a major focus in criminal justice research. Recidivism is “the behavior of a repeat or habitual criminal. “It refers to a person's relapse into criminal behavior, often after the person receives sanctions or undergoes intervention for a previous crime. Recidivism is measured by criminal acts that resulted in rearrest, reconviction or return to prison with or without a new sentence during a three-year period following the prisoner's release” (2014). The rate of an offender reoffending is surprisingly high as noted in a recent Bureau of Justice Statistics study (2014). “an estimated two-thirds (68 percent) of 405,000 prisoners released in 30 states in 2005 were arrested for a new crime within three years of release from prison, and three-quarters (77 percent) were arrested within five years”. Additionally, the report states that, “in 23 states with available data on inmates returned to prison, about half (50 percent) had either a parole or probation violation or an arrest for a new crime within three years that led to imprisonment, and more than half (55 percent) had a parole or probation violation or an arrest within five years that led to imprisonment (2014).” With the recidivism rate so high it would suggest that our correctional system is flawed and lacks sufficient rehabilitation programs for an offender. “I think everybody understands there’s an absurdity spending more and more money arresting and re-arresting the same people, and if this money was better used, in halfway houses or ex-inmate programs,
