Statutory and voluntary agencies – who work together at the scene of an incident
Statutory agencies are responsible for upholding the law and looking after the community that they serve, they do this everyday and it is their job. (Jacobcarlin, 2009) Statutory agencies that attend emergency incidents are the Police, Ambulance and Fire Service.

When an incident occurs statutory agencies might need assistance from different voluntary services, this is a group that do not get paid to serve their community but they do it anyway (Jacobcarlin, 2009). Which will have certain specialties in different areas of rescue. Voluntary agencies includes; Mountain Rescue may be used when people have an accident where there are limited ways to assist the injured or no way of contact, Victim Support which is a national charity for victims of crime, this is to help people cope with their experiences of crime and The British Red Cross who are trained to assist with all sorts or disasters or to help anybody in need of support after an incident has occurred. Sometimes statutory and voluntary agencies need to come together to get the best possible results, due to the type of training each agency have. For example; somebody had a fall on the peak of a mountain, Mountain Rescue will need to rescue to person and then Ambulance service will need to be on standby for any injuries.
When there is an incident, other voluntary agencies get involved for example; if there is an incident, local radio’s advice road users to avoid the traffic build up and also of road closures which will help in the investigation, as there will not be as many cars built up.
Roles and responsibilities of public services when attending the scence of an emergency incident
All statutory agencies have their own roles and responsibilities that they must obey, however all agencies must work together at a major emergency incident. If there is an incident then this is graded in commands, including; Gold Command, Silver Command and Bronze Command. The objectives of the command structure is to save lives, stop increases of the incidents, defend the surroundings and encompassing space of where the incident has occurred, restore the normality quickly however expeditiously and not inflicting additional injury or damage.
Gold Command is the highest command at an incident, they set the strategy or plan to resolve the incident the best and more efficient way that they can.
Silver Command this is second form of command, this passes on the Gold Commands strategy for an incident.
Bronze Command this is the last command, this is everybody else who is called to the incident and puts the strategy into action.

The police roles and responsibilities
The main responsibilities of the police when dealing with an incident includes; saving lives together with other services, co-ordination of other services and local authorities, secure and preserve the scene and control sightseers, investigate the incident and obtain evident, prevention of crime and provide short term measures.

When there is an incident the police controls the flow or traffic and block of roads if needed. If the police were the first on scene this would mean that they need to produce a review of the incident and inform the other services of what has happened, also
