Phoebe wanted to reach for the golden ring in the carousel which could be very dangerous, but he still let her. Holden lets her reach for the golden ring because deep inside he finally comes to a conclusion that he has to just let the kid reach. Even though it can be dangerous doing so, you still have to let the kid do it because if the kid isn’t going to do it, who’s going to do it for them? By him letting her do this is that he is admitting that growing up is in fact necessary for him and for Phoebe.

The reaching for the ring represents something really important in the story. It means that Holden can’t protect a kid or Phoebe from entering the adult world, so mine as well just let it be, and just let it happen. Holden comes to reality and determines that entering the adult world isn’t so bad and that he can’t control anything that has to do with that.
