A problem is a situation that has a clear answer that can be solved and what we regard as unacceptable.
Also this is when you uncover a potential issue, and you don’t know how to fix it.
Problems can be expressed as a question, the form most effective in expressing any sort of problems is “How can?” There will be disagreements about which problem is best fit.

Honestly there is no disagreement that we the people are in any position to make those kinds of decisions.
If all of us actually takes the time and deliberate and take into consideration of all the questions being asked, then we can all come up with a much better solution to resolve any problems.
ISSUE oAn issue causes debate and divides individuals that take more time to actually fix, if the situation cannot be solved. Issues can be expressed as questions as well; the form most effective in expressing any sort of is issues are “Is?”, “Does?”, or
“Should?”
oUsing these questions in sense does not mean asking for simple facts. o oTo
determine the elements that is being discussed, just take in mind the points that each side uses in their arguments on the situation at hand, and the individual would turn it into a question?
