The radical view for project thinks project as an emergent outcome of disparate, ambiguous, political practice (Linehan and Kavanagh, 2006) [5]. Another definition which is often quoted is from Maylor, he define project as a goal-oriented product or service with a start and finishing date, having the characteristics of being non-repetitive, low volume, high variety, and always leading to some degree of uncertainty of the final outcome, balancing the three major constraints-- time cost quality (2005) [6]. Here it is clear that the fundamental nature of a project is that project is a temporary endeavor undertaken to create a unique product, service, or result, pursuing business or technical objectives, with set time, budget and resources requirement. Table 1 gives the construction timeline for Burj Dubai.
