Today, Harry s. Truman is thought to be one of the best presidents in U.S history. In 2000, a C-Span Poll ranking of all U.S. Presidents was made by 58 presidential historians and scholars. Harry S. Truman was ranked 5th after Lincoln, Franklin D. Roosevelt, Washington and Theodore Roosevelt. Truman was the thirty-third president of the United States of America and he served two terms during his time as president. He served from April 12, 1945 – January 20, 1953 after the death of Franklin D. Roosevelt from a disease called cerebral hemorrhage. During his time he passed major laws and had many executive orders. The most major one was on July 26, 1948; President Harry S. Truman orders the desegregation of the Armed Forces by Executive Order 9981.
Before Harry S. Truman passed the Executive Order 9981 on February 2, 1948 he asked Congress to create a permanent FEPC, and in December 1946, he appointed a well-known panel to serve as the President's Commission on Civil Rights. The Commission noted the many restrictions on blacks, and urged that each person, regardless of race, color or national origin, should have access to equal opportunity in securing education, decent housing and jobs. Harry Truman sent a message to Congress on February 2, 1948 calling for brief execution of the Commission's recommendations. People of the south were unhappy with that idea and then threatened a filibuster. At this time Truman was unable to secure action from the Congress had no choice but to move ahead using his executive authority. But Critics on Capitol Hill easily stopped his proposals.
President Truman’s Executive Board was the first step for further integration in the Armed Forces. Following President Truman's Executive Order, two boards were established to make recommendations about integration. The presidential commission was held by Charles Fahy. He recommended an end to discrimination in jobs, schooling, assignment, and recruitment.
