Hi there it was a privilege to set up the office in the U.S and reading your letter I can certainly help with a few options that may speed things up again.
I am sorry for the unwanted actions that the employees in the U.S office are taking, but I have come up with some possibilities that may help better manage the office. In order for us to stop the users from changing their background, wall paper, and etc. I suggest setting up a few rules. You will need to go to the domain controller and then go to Administrative tools followed by management console which then should appear a list of files. Click personalization and click the “Prevent Changing Desktop Background”. While you are in this file you can also prevent the users from changing the themes and screen saver from their computers as well.
Now since you seeing slower computer performance I’m suggesting that this is due to the users downloading and using unnecessary programs. We can counter this by disabling Windows installer in the local group policy. This setting will prevent users from unwanted software and we can also limit only the software that you want the users to install. At the end of this letter I have attached a link that will better explain this.
For the audio situation we can also set a group policy that disables Windows Media Player to prevent the users from playing their music. Now I can also judge that some users may be playing music straight off the web so I also attached a detailed
