70% elected are local councillors, rest are voluntary groups.
Regional assemblies are funded by central government.

They provide a voice for the regions in parliament and at European level. They also promote regional partnerships.
Accountability
They check and monitor the work of regional development agencies.
Local governments include county councils, metropolitan councils, and parish, town, borough and district councils.
Local government in England operates under either a one or two tier system-unitary authority or county and district/borough council.
