From then on, other countries used the pollution rights step by step. Some people regard as long as there is pollution, we can build the pollution rights market. In my opinion there is a premise condition of using the pollution right, that is the environmental capacity is not saturating. In other words, it is impossible that any production and consumption can achieve zero discharge of pollution, but the pollution should be quantized, we need have the rest environmental capacity. If a place's environmental capacity is saturating, there is no more rest pollution rights, mot to mention the pollution rights market might work.
