DISTRICT 3
DEPARTMENT OF MONTANA

VETERANS OF FOREIGN WARS OF THE UNITED STATES

ARTICLE I
NAME

Sec. 1. This subdivision of the Veterans of Foreign Wars of the United States shall be known as District 3, of the Department of Montana, Veterans of Foreign Wars of the United States, hereafter referred to as “District 3”.

ARTICLE II
PURPOSE AND OBJECTS

Sec 1. The purpose and objects of this District 3 shall be as set forth in the National Congressional Charter and By-laws of the Veterans of Foreign Wars of the United States (see Section 230102 of the National Congressional Charter)

ARTICLE III
AUTHORITY

Sec. 1. The supreme power of this association is vested in the National Convention and this District shall be at all times governed by the Congressional Charter and the By-laws of the Veterans of Foreign Wars of the United States, the By-laws of the Department of Montana, orders issued by authority of the National Convention, National Council of Administration, the Commander-in-Chief, the Department Convention, Department Council of Administration and the Commander of the Department of Montana. For the purposes of this Article and Section, resolutions adopted by the National Convention are held to be lawful orders.

ARTICLE IV
COMPOSITION

Sec. 1. The District Convention and District Meetings shall consist of:

A. The Commander-in-Chief and Past Commanders-in-Chief who are members in good Standing in a Post in the District. B. The National Council of Administration members who are in good standing in a Post in The District. C. The Department Commander and Past Department Commanders who are members in Good standing in a Post in the District. D. The District Commander, all Past District Commanders who are members in good Standing in a Post in the District, all elective officers of the District and the Adjutant. E. All Post Commanders throughout the District. In the Absence of a Post Commander, the Post Senior Vice Commander, or in his absence the Post Junior Vice Commander may Function as a member of the convention or meetings. F. Delegates to elected by the Post.

ARTICLE V
CONVENTIONS

Sec. 1. The District shall hold an annual District Convention for the purpose of electing District Officers and for transaction of business, such convention to be held not less than ten (1) days nor more than seventy-five (75) days prior to the convening of the Department Convention.

Sec. 2. A copy of the minutes of the District Convention/meeting shall be forwarded to the District Commander for review not later than forty-five (45) after adjournment of said meeting.

ARTICLE VI
REGULAR AND SPECIAL MEETINGS

Sec. 1/ District shall hold at least three (3) meetings each year for the purpose prescribed in the Manual of Procedures. At least one (1) regular meeting shall be held by the District each year for the purpose of promoting School of Instruction for Post Officers. This meeting will be held in conjunction with the Department School o Instruction held each year in July.

Sec. 2. The District Commander shall call a special meeting upon vote of a majority of the District members present at a convention or regular meeting or upon receipt of a written petition signed by at lease one delegate from one-forth (¼) of the Posts in the District. The District Commander may call a special meeting whenever, in his judgment, it shall appear to be in the best interests of the members within the jurisdiction of the District.

Sect. 3. In the event a special meeting is called, the District Adjutant shall give notice, in writing, to Post Commanders of Post within the District and District Officers of the time and place of any special meeting and of the business to be transacted, such notice to be given in such manner as to reasonably reach each Post Commander, District Officer and
