New applicants must apply in person at an MVA full service office.. bring acceptable documentation to prove age & identity , lawful status , SSN , and 2 residency documents.
Learners Instructional Permit
The Learners Instructional Permit is valid for up to 2 years and must be held for a minimum of 9 months.
You must complete at least 60 practice hours with a supervising driver and maintain a Practice and Skills Log.
- At least 10 of the practice hours must occur during the period beginning 30 minutes before sunset and ending 30 minutes after sunrise.
Provisional License
A provisional license is a restricted driver’s license issued to new drivers who have never held a drivers license or who have held a license for less than 18 months.
To graduate from a Learner’s Instructional Permit to a Provisional License you must…
Be at least 16 years and 6 months of age
Have successfully complete a Maryland approved driver education program
Submit a completed and signed Practice and Skills Log (See Learners Instructional Permit)
Have a valid, unexpired Maryland Learner’s Instructional Permit that has been held for at least 9 months
Not have any moving violation
