Introduction
The purpose of the report is to assist the development of East Timor with it’s associated with Energy supply. Given its natural resources, East Timor has a huge potential for economic development, and moreover it had such since it achieved independence in 2002. However, as yet, it remains undeveloped because access to affordable and reliable electricity is limited. To date, only 20% of Timor’s population has access to a power supply and the problems in raising this to the United Nations (UN) desired projected 80% in 20 years are immense: there is a diversified population which is sometimes sparsely spread across mountainous terrain unsuitable for the development of a standard grid system.
This report will recommend a solution to counter these problems, moreover help the inhabitants to build a more sustainable society. Our recommendation is to implement photo-voltaic off-grid technology. Our team will be designing a solar home system based on this technology. We believe that this technology will provide East Timor with an extended and more reliable electricity supply and, accordingly, raise the living standard. As such, our model presents a viable delivery infrastructure system that fulfils UN requirements where the capitol costs are subsidized but ongoing operating costs are recoverable. Furthermore, in implementation, the identified six parameters for an effective system need to be addressed: 1. An adequate delivery infrastructure 2. Access to appropriate finance at a regional level 3. A comprehensive policy to implement and administer the system 4. Quality control infrastructure assurance 5. An appropriate addressing of customer needs 6. A capacity building enterprise which is industry wide. (Bond et al, 2007)

It is clear that the new government of East Timor has not managed the energy supply and resource sector with foresight. Consequently, the country still experiences serious electricity shortages Photo-voltaic technology clearly presents a forward direction which is sensitive to the complex patchwork of factors beyond the mere technical, such as the social, environmental, political, cultural, ethical factors identified by Hollander & Kahl – Moderator Hatch.
