Mutual Recognition Model (Trends and Issues that Influence Nursing Education)
Efforts to provide common definitions of nursing practice, equivalent educational standards for practice, and uniform testing for entry into practice through the NCLEX exam have been successful
In 1997 the Delegate Assemble of the NCSBN moved to a new level of nursing regulation. The assembly approved a resolution endorsing a mutual recognition model – through this model individual state boards formed the NLC (Nurse Licensure Compact)
Nurses practicing in an NLC state are responsible for following laws and regulations of each state in which they practice
They are not required to apply for multiple individual state licenses
It greatly facilitates interstate practice, telehealth programs, and movement of nurses to areas of shortages
There is a national database that has information on individual nurses’ practice and disciplinary actions taken against them
This database supports key licensure goals to protect the public health and safety

Provides for individual state boards to adopt an interstate compact, allowing nurses licensed in one state to practice in all other states and territories

Role of American Association of Colleges of Nursing they are an independent agency of the American Nurses Association that conducts certification examinations and certifies advanced practice nurses establish standards for programs concerned with legislative issues that pertain to professional nursing education

The AACN is an organization of deans and directors of baccalaureate and higher degree nursing programs that establishes standards for programs and is concerned with legislative issues that pertain to professional nursing education.

Role of the National Council of State Boards of Nursing
The widespread variability in nurse practice acts prompted the ANA (later the NCSBN) to design model nurse practice acts
It is to be used as a template for states to follow the ANA formed the NCSBN after WWII
Composed of representatives of each state and jurisdiction in the US
The council advocated for standardized examination for licensure

The NCSBN coordinates licensure activities on a national level and creates and administers the licensure examination (NCLEX).

Purpose of Sunset Legislation
Sunset legislation
Laws found in many states to ensure legislation are current and reflects the needs of the public.
Through sunset activities, Nurse Practice Acts are updated and revised.
When sunset provisions are included in a NPA the act must be reviewed by a specific date . if the act is not renewed it is automatically rescinded
This review process allows for revisions to update practice acts to be consistent with current nursing practice
It is through this that the scope of nursing practice is updated and components have been incorportated into definitions of nursing
They provide a means to define advanced practice nursing and incorporate prescriptive autoirty for APN
