INVITATION FOR BIDS:

The Board of Education of Baltimore County invites Suppliers to bid on providing a Comprehensive Data System for Baltimore County Public Schools, Solicitation Number JNI-749-13, Commodity Code 208-38 or 918-29. This Request for Proposals (RFP) is soliciting proposals for software and consulting services to develop a comprehensive instructional improvement system for Baltimore County Public Schools (BCPS). The primary objective is to provide a fully integrated system that brings together all of the district's programs and initiatives around assessments, curriculum, instruction, and reporting and analysis into a single user-friendly platform. The system must also include data-driven tools that provide educators at all levels within the District the means to build and extend teacher capacity. This should be accomplished through personalized learning for all educators by coupling multiple measures of educator development with student performance, then connecting this with the appropriate resources for fostering professional growth.

Vendors proposing to bid may secure a set of solicitation documents after 2:00 P.M. (EDST), on or after Thursday, May 23, 2013. Solicitation documents can be obtained by e-mail by sending a request to jnichols@bcps.org. Email requests MUST include bidder’s corporate address, phone number, fax number, and contact representative’s name. Additionally, hard copy contract documents are available for pickup at the Office of Purchasing, 1940 Greenspring Drive, Suite G, Timonium, MD, 21093. There is no cost for the solicitation.

A pre-bid meeting is scheduled for May 30, 2013, at 9:30 A.M., in Conference Room 2 at Baltimore County Public Schools, 1940 Greenspring Drive, Suite G, Timonium, MD 21093.

Sealed bids will be received until June 21, 2013, no later than 10:00 A.M at Baltimore County Public Schools’ Office of Purchasing, located at 1940 Greenspring Drive, Suite G, Timonium, MD 21093. A public bid opening will be held approximately 10 minutes after the due date and time for this solicitation.
