If the House is going to put an attachment on a bill it must be germane. That means it’s ‘related to’ the bill.
A non germane attachment is totally acceptable. That’s why the senate always gets crazy attachments to bills.

Differences in Duties / Powers
Domestic: Means ‘home’ (duh) home as in within the United States. Why?
Cause the constitution says that any revenue bills have to start in the house.
What’s revenue? Anything to do with taxes
The EC: If no candidate gets 270 votes then the house decides the presidency
SO the House is more focused on issues in the
US.
Senate focuses more on foreign issues.
Two examples of what the senate does that supports this idea.
Senate approves ambassadors to foreign countries (Like Caroline Kennedy is the ambassador to Japan)
Senate has to approve treaties with other countries (by ⅔)
The EC: Gets to decide the vice preseidency
SO the Senate focuses more on foreign affairs

Differences in Atmosphere
So many people are in the House that they have to have tons of rules. That makes the
House more formal. All 435 White dudes have lots of limits on debate.
100 dudes are in the Senate. Senate is more
‘deliberative’ which means debate. They can do this because there are less people.
Unanimous consent agreement: all 100 people have to agree to rules being put on a
two parts as well the house of representative and the senates (U.S. Government Printing Office, 2011). In congress the basic responsibilities of everyone involved is going through the process of making a new bill, writing it, debating it and getting the bill approved to go to the president for the official approval. Congress last two years and when the two years are up there are elections to bring in new members. In the congress there is a House of Representatives, in the House of Representatives contains…
Politics 2020 online The House of Representatives and the Senate are both chose through the direct election. They both also represent the United States Congress. The lower class is represented by the House of Representatives. The upper house is represented by the Senate. They both have to represent the people of their states they got elected for. At the same time, there are many differences between the two. An example of this includes the voting that takes place. The Senate has the right to agree…
They are the Senate and the House of Representatives. The Senate is made up of 100 members, two from each of the fifty states. There are requirements to become a member of the senate. One requirement of becoming a member of senate is that you must be at least 30 years of age. Another requirement is that you must be a U.S. citizen for at least 9 years. The Senate also has several “jobs”. One of the jobs of the senate is to confirm presidential appointments. This means that the Senate offers advice…
granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives” (Harrison et all 365). The process of making a law is intentionally a long and difficult process so that there are not laws that are constantly being changed or added. First the process starts with formally introducing the bill, which will be presented by representative of the Senate or a member of House of Representatives. The second step is when the bill is proposed to a committee…
branches that are recognized as the House of Representatives which are based in 150 members allowed by constitution terms; they are permitted to preserve their spot for two years before to face elections to personal renewal. In other hand, we have the senate that compared to the House of Representatives is composed of 31 members, a significant difference, they are elected in general elections, but they are divided into two groups, 15 out of 31 members of senate face elections 2 years after they got…
of the House, because the speaker serves as the presiding officer of the U.S. House of Representatives. 9. Resolution, because a resolution by the House or Senate is the declaration of the legislature's position on an issue. 10. Quorum, because quorum is a gathering of the minimal number of members of an organization to conduct business. 11. (a) It goes a lot slower for the House than during the opening sessions of the senate, the senate is continuous, goes faster than the house, and the…
legislature (House and Senate) Explain four major differences between the House of Representatives and Senate: 1) The members of the house are elected from districts and the members of the senate are elected from states 2) There are 435 members of the house and 100 members of the senate 3) Members of the house serve a 2 yr term and senators serve a 6 yr term 4) The requirements are different for holding the office Describe the three legal requirements for the two houses: HOUSE OF REP- US Citizen…
taking a position. Representatives are elected to do what they think is best for their constituents. Roughly speaking members of the House tend to act more like delegates and members of Senate behave more like trustees. They do so because of the electoral incentives they face. Because they face more homogeneous constituents at more regular intervals, members of the house have stronger incentives to act on behalf of their public's current preferences. But senators, because they face more heterogeneous…
concentrated together Thus, they created a bicameral legislature, which consisted of two houses—a House of Representatives and a Senate—where one was based on population representation and the other was more evenly balanced. Despite the checks and balances created, the framers still expected Congress to be the dominant branch in politics. The Senate has been small enough to evade many of the House problems, and in the Senate, there is no limit on the amount of time that can be used to debate over a topic…
