I) Articles of Confederation
1) The US didn’t have a “constitution” with the Articles, but who/what DID have constitutions?
The states had constitutions.
2) What was the one and only “branch” of central government under the Articles?
The congress was the only branch of government under the Articles.
3) What were the “problems” under the Articles?
There were different currencies for each state making it harder to impose taxes for the poor economy.
4) The attack on the federal armory in Shays’ Rebellion took place in which state?
The attack take place in Massachusetts.
II) Shays’ Rebellion
1) What did Shays see happening to other poor farmers and Revolutionary war vets?
Shay saw poor farmers and vets being put into debtors prison.
2) What did Shays and others face losing?
They were losing their farms and with it their statuses.
3) What did this have to do with voting?
In order to vote, you had to own land.
4) Out of what “tradition” in MA does this rebellion come?
The rebellion comes from the tradition to have demonstrations when they felt something was wrong with how they were being governed.
5) Because Boston was on the east coast and on a port, who were the leaders in state government?
The leaders in the state governments were merchants, lawyers, and property owners.
6) High taxes were levied to pay for what?
High taxes were imposed to pay the state debt and the national government. 7) What was the irony of Samuel Adam’s career pre- and post-revolution?
The irony was that “his students” would now use his tactics of organizing boycotts and protests.
III) Whiskey Rebellion
1) The US had to pay the American Revolutionary war debt. How much was owed?
The United States owed roughly $54 million.
2) Tariffs (taxes on goods imported from other countries) could not cover the debt. So Congress had the right now to levy EXCISE taxes, which is what?
Excise taxes are taxes on goods produced in the country.
3) What state was especially mad about the whiskey tax?
People in Pennsylvania were very upset about the whiskey tax.
4) Why was whiskey so important to western/Appalachian areas of the US? It was not just a “luxury”. Whiskey was important because they converted their crops to whiskey to use it as a sort of currency to buy other goods.
5) Who led the 13,000 man army against the tax protesters?
George Washington led the 13,000 man army to arrest the protesters. IV) The Great Compromise (VA plan versus NJ Plan…&creation of our government)
1) What was Mount Vernon?
Mount Vernon was George Washington’s house.
2) What three famous patriots did NOT attend the Convention?
John Adams, Thomas Jefferson, and Patrick Henry did not attend the convention.
3) The New Jersey Plan was for “the little guy”, small states. What is essence was their plan?
The plan sated that every state would get the same number of representatives no matter how big or small the state itself was.
4) The Virginia Plan argued what instead?
The Virginia Plan said that each state should have representatives based on the population of the state.
5) So, what’s the Great Compromise and how did this determine the two houses of Congress?
The Great Compromise was made up of a bicameral legislature with two houses combining both the New Jersey and Virginia plan. 6) What was the 3/5 compromise?
The 3/5 compromise stated that 3/5 of the slaves population would count towards the states population.
V) The Federalist Papers
1) What were the papers originally written? That is, where would people have encountered them?
People would have found the papers in the newspapers.
2) The papers were written by Alexander Hamilton and what other two men?
John Jay and James Madison also helped write the papers.
3) Were the Federalist articles longer or shorter than modern op-ed pieces? (Op-ed means opinion/editorial, that is, writers’ opinions and ideas)
