The Constitution of the United States requires Congress to pass a fiscal Federal Budget every year for October 1- September 30. In order to do this the House of Representatives and the Senate agree on a budget first and then send it to the president for his approval or veto. If the president vetoes the budget, the House of Representatives and the Senate can overrule him with a 2/3 vote in each house.
The House of Representatives is controlled by the Republican party and the Senate is controlled by the Democratic party. This year neither house agreed with the other houses budget proposal, therefore no proposal went to the president to be approved. Even though Obama agrees with the Senate’s budget proposal, the House of Representatives will not agree to it so it will not ever get to the president for approval. This resulted in the partial government shut-down starting October 1, 2013.
The reason the two houses cannot agree on a budget has mostly to do with the Affordable Care Act or Obamacare. Obamacare needs funding from the Federal Budget and the House of Representatives who are controlled by Republicans did not want to agree to that.
The reason so many citizens are angered by this is a lot of people’s jobs were on hold because of this and they were not getting paid. National parks and monuments were closed. Most federal jobs and federally controlled businesses not “deemed necessary” were closed or shut down.
