EXECUTIVE SUMMARY
The University of Michigan, under the leadership of President Mary Sue Coleman, is a world leader in health care research and reform. In 2005, a presidential initiative, MHealthy, was established to promote health and healthy living and to assist with the containment of health care costs. Consistent with the MHealthy initiative, this report focuses on the Smoke-free University
Initiative that was announced in April 2009. The president and executive officers stated that effective July 1, 2011 all campuses of the University of Michigan would become completely smoke free. President Coleman appointed Kenneth Warner, Dean of the School of Public
Health, and Robert Winfield, Chief Health Officer and Director of the University Health Service, to lead the smoke-free initiative and appointed a Steering Committee
