From ( hierarchy society ?? ) to modern society, laws are one of the most significant components to ( operate - govern ) countries.

Firstly, without laws, ( it is questionable as to whether )human society should ( could ) be operated ( self-controlled ) by spontaneous self-discipline

there is ( are ) no organizations that/which can

punish unmoral ( immoral ) ones

will be leaded ( led )
