There are several reasons why the change is proving so difficult to manage. The first reason is the tension between managers and clinicians. The second is the failure to agree about the extra bed, operating theatre and staff capacity that will be required to treat all patients in-house. The third is information overload and the poor quality of the data collected by members of the department on a regular basis as part of their normal work. The forth is the slow response of those who have been asked to investigate problems and provide the executive team with data for decision making.
