Abstract
Organizations can be considered as a regional innovation system due to the stimulating and influence of many actors and factors, both internal and external to the organization. The concept of regional innovation systems has emerged at a time of a policy focus toward systemic promotion of localized learning processes to secure competitive advantage of regions. The main justification for developing specific targeted policy measures within the regional innovation system framework is to concentrate on improving capabilities and performance in local firms, as well as improving their business environment. From this standpoint, it is of considerable importance to promote interactions between different innovative actors that (should) have good reasons to interact, such as interactions between organizations and universities or research institutes, or between small start-up organizations and larger customer organizations. These interactions may embody localized interactive learning but also include the wider business community and governance structure. Accordingly, policy strategies could be oriented towards the promotion of accessibility in the development of a regional innovation system and the development of local comparative advantages linked to specific local resources. Problem
The need for innovation within Transportation Security Administration has never been greater. At a time when agency missions are expanding, budgets are tightening, and large numbers of federal employees are poised to retire, agencies need fresh ideas for working smarter and performing more effectively and efficiently. As the nation’s largest employer and provider of funds for basic research and development (R&D), the federal government also needs to find new ways to sustain competitive R&D and cultivate the ideas of its employees, despite budget constraints. Innovation typically refers to the creation or use of a new idea that leads to a better product, process, or approach. Although people often associate innovation with complex scientific, social, and organizational challenges, everyday work-life provides numerous opportunities for innovation, whether it’s gathering ideas for a training course, a public service program, or a way to save the agency money. Using this approach in the federal government can help with effectiveness and efficient ways of securing the traveling public.
Solution

It is a brave new world for many tech industries as they began to expand following the recession and invest in the latest innovations. Telecommunication companies, which have to deal with far-flung networks and a broad number of services, are no exception to this rule. However, because the telecom industry is so intertwined with government guidelines and Internet service expectations, they are often influenced the most by new trends in technology.
International mobility is the largest telecommunication companies are starting to look overseas, especially at markets that are not as saturated as the United States when it comes to data growth. Nowhere is this trend more obvious than in mobile communication and mobile management. Global corporations are looking for providers that can meet their international needs, but finding few answers. As a result, larger providers have begun acquisition and expansion strategies to push out into foreign markets and offer solutions to such corporations. International mobility requires not only significant investment, but also frequent alterations to make room for international
